Modify Rule #1 to read:
The game of Nomicron consists of a set of rules. Each rule has three parts: a number, a title, and text. All players must always abide by all rules currently in effect, in the form in which they are in effect, however willful or accidental violation a rule does not constitute a paradox by violating of this rule.
Modify Rule #104 by appending:
No action may be taken retroactively. No action other than a Request for Judgment or an Appeal may have effect earlier than the time that action is announced except as permitted in this rule.
If a player is found to be in violation of the rules, the gamestate may be altered to bring that player into compliance with the rules, changing the gamestate as if that player had never violated the rules. However, the gamestate may not be altered this way beyond the beginning of the most recent turn unless that action is the result of an RFJ that was initiated before the beginning of that turn.
At the beginning of each turn the gamestate is ratified, making it true and correct. Only a RFJ (through decision or appeal) that was submitted before this ratification may have any effect on the gamestate prior its most recent ratification. Any other rules violations that are found to have occurred before the most recent ratification are disregarded, and are treated as if they never occurred.

Title: Players
A player of Nomicron is a person who actively participates in the game. Each player has a player name by which they are referred to in Nomicron. A player chooses a name when joining Nomicron and may only change it during the convention.
While the game is in convention, an individual becomes a player when a motion to make them a player passes. During the round, the rules may specify how an individual becomes a player or loses player status.
At the end of a convention, any player who has neither voted on a motion nor posted to the public forum for the prior two weeks ceases to be a player.

220. Referenda
Votes conducted for purposes other than rule-changes may be collectively referred to as referenda. Any active player may submit up to n referenda at the beginning of each turn, where n is the number of rules that authorize particular types of referendum. Referenda are voted on in the same manner as rule change proposals.
Referenda shall be assigned numbers in order of submission, beginning with 7001. Any entity created by a referendum shall be identified by that referendum's number.
And modify the following rule to read:
210. Appeals
If a player is not satisfied with the result of an RFJ, he may submit an appeal as a referendum. The appeal shall consist of a new ruling of TRUE or FALSE, along with new reasonings and arguments. An appeal submitted on a particular RFJ shall be voted upon during the turn immediately following its submission (if more than one appeal is submitted on the same case in one turn, only the first submitted shall be voted upon.) If two-thirds of the players voting on the appeal support it, the appeal and its reasonings and arguments shall replace the original ruling in its entirety.
During the period from the submission of an appeal to the end of the turn in which players vote on that appeal, no other appeals may be submitted on the same RFJ. After this, and regardless of the result of any previous appeal, new appeals may be submitted as per the preceding paragraph.

The following texts shall replace the corresponding rules in their entirety:
Rule 104--Ex Post Facto Changes Forbidden
No rule-change may take effect earlier than the moment of the
completion of the vote that adopted it, even if its wording explicitly
states otherwise. No other game action may take effect earlier than
the moment when it is declared, though game actions may take effect
later than this, and need not take effect in order of declaration. No
game action may have retroactive application, except for those game
actions that are needed to resolve disputes over the course of past
events (i.e., RFJs and appeals).
Rule 207--Requests for Judgment
The Judicial Review Period shall consist of the present game week and
the previous game week.
If there is disagreement among the players about the legality of a move made within the Judicial Review Period or the interpretation or application of a rule within the Judicial Review Period, then an active player may seek a Ruling by submitting a Request for Judgment (RFJ) to the administrator, who shall assign it a case number. The submitting player shall be considered the Petitioner for the RFJ. The RFJ shall take the form of a statement to be judged TRUE or FALSE. The Petitioner should also assign a title to the case, and may optionally include arguments regarding the RFJ statement. Disagreement, for the purposes of this rule, may be created by the insistence of any player.
When an RFJ is invoked, it is a duty of the administrator to, as soon as possible, select a Judge as described in the rules and publish the RFJ, along with the identity of the Judge. The Ruling on the RFJ, including comments by the Judge, shall guide game play in regard to the issue addressed by the RFJ. If two or more rulings conflict on an issue, the latest Ruling shall take precedence. The Ruling shall only guide game play during or after the Judicial Review Period that was in effect when the RFJ was first submitted; the game state in turns prior to that Judicial Review Period shall stand as originally reported (after taking into account the effects of any prior RFJs).
