Go ahead with this set of rules:
Rule 1: All game actions must be sent to the message board at nomicron@googlegroups.com. Rule 2: Any human can become a Player. Any Player can cease to be a Player. Rule 3: Any Player can submit a Proposal. A Proposal is a list of changes to be made to the state of the game. Rule 4: Any Player can vote FOR, AGAINST or ABSTAIN on a Proposal. If a Player votes on a Proposal more than once, only eir most recent vote counts. Rule 5: 7 days after a Proposal is submitted, if it has more FOR votes than AGAINST votes, the changes it describes happen.
